We would expect the daily smoker, who is high from two to possibly eighteen hours every day, highly likely to be arrested, because he is in a "criminal" state of mind for such long periods of time. To test this proposition (an informal test, neither rigorous nor conclusive) we excluded all the "political" crimes (arrests for nonviolent demonstrations).
